Key logistics parks, key logistics enterprises and other key enterprises that meet the conditions for closed management can produce and operate in a closed loop. If the requirements are not met, production and operation will be suspended.

The entire Yiwu express delivery industry has stopped all business operations entering and leaving the port, and all e-commerce companies have not made any orders in the past few days.

In fact, before that, there were news of a large number of passive fines from e-commerce merchants in early July and early August. It turned out that everyone had disrupted the pace because of the epidemic and were all trapped in the new regulations of the same platform.


1. If the goods cannot be shipped, Yiwu e-commerce merchants were fined nearly 10,000 yuan


After the outbreak of the Yiwu epidemic, Qingkou Night Market and Qingkou Baolong Plaza were involved, and the nearby Qingkou Logistics Center was also affected.

Therefore, the true portrayal of many Yiwu e-commerce people became: people are quarantined, goods are in the warehouse, ashes are falling layer by layer, and news of delayed delivery is fined popping up one by one on the phone.



The village where some e-commerce sellers are located is managed by risk control, which directly leads to the inability to send out the order packages from August 1. He applied for the entire store to report on the 3rd. As a result, the platform failed to pass the manual review for three days, and the fine for postponing unshipped goods was not exempted.

After calling Tmall customer service on the 4th, the e-commerce merchant received a reply that he suggested that he apply to block the store first. The final result of the negotiation was that the customer service stated that Yiwu had exempted the logistics from that day, but the previous fine would not be refunded, and he could not appeal until the quarantine was over.

There are many merchants who have been fined. As early as the end of June and early July, the same reason for epidemic prevention and control caused the failure to ship on time, and some merchants were fined by the platform. The result is that there is no way to appeal and can only be punished.



Many e-commerce sellers sell 1,000 orders a day, but they cannot deliver the goods, and the fine is at least over 10,000 yuan.

Because the platform's rule is that if no shipment is delayed, a fine of 3 yuan per order is calculated as if the shipment is delayed; if no shipment is delivered for 5 days, a fine of 5 yuan will be added to each order based on 3 yuan, that is, 8 yuan; if no shipment is sent in 5 days, a fine of 5 yuan will be added to each order, that is, 13 yuan.


2. The platform mechanism is too mechanized


It is said that in Pinduoduo, even if the product cannot be shipped due to the epidemic, if the seller contacts the buyer through the platform's privacy account and the other party finally applies for a refund, the seller will be fined 5 yuan per order.

Because the platform will detect that the seller has called the buyer, the platform will fine the seller for out of stock based on the buyer's refund action.

In 2018, Pinduoduo launched the "refund only function" to facilitate buyers, but to suffer sellers. Now the platform's control over buyers is becoming more and more relaxed. Orders under 10 yuan can be made up for a reason and only refunds are refunded (no return is required). There is no way for merchants to have complete evidence.

In addition to the platforms mentioned above, Taobao’s new regulations in July have also caused merchants to suffer. Many e-commerce merchants cried and suffered fines for the platform because of the impact of the epidemic. Because the new regulations focus on non-delivery and delayed delivery, many e-commerce merchants are deducted for no reason.



As a result, Taobao quickly responded and updated the relevant policies on August 8, including Yiwu on the list of regions that implement special shipping requirements.


3. All platforms severely punish out-of-stock, delays and false shipments


Taobao's shipment rules updated in mid-July focus on adjustments to the compensation amount for delayed shipment, out of stock, and false shipment violations.

Based on the product transaction price, the amount of delayed shipment compensation will be adjusted from 10% to 5%, with a minimum of 5 yuan per order of up to 30 yuan.

The compensation amount for out-of-stock and false shipments is adjusted from 10% to 30%, with a minimum of 5 yuan per order up to 100 yuan. If the delayed shipment or misjudgment is caused by customization and force majeure, you can report and appeal to the platform.



If e-commerce merchants have problems with out of stock and false shipments, the compensation amount is 2 times higher than before.

Pinduoduo’s rule for delayed delivery is that if the order does not ship for more than 48 hours, it will be judged as delayed delivery, with a fine of 3 yuan per order, and compensation will be given to the buyer in the form of a platform cash coupon.

The rule of JD platform is that after consumers successfully place an order, JD.com stipulates that no shipment within 48 is considered delayed delivery . If it is delayed, JD.com's self-operated delayed delivery will be compensated 5 yuan, and third-party sellers will be compensated 30% if they delayed delivery, but the maximum is not more than 500 yuan.

In contrast, the merchant said that the order reached 100 yuan.


4. Establish national delivery capabilities


In fact, the starting point of the mechanism rules of various e-commerce platforms is to improve service quality, but there are many random factors for e-commerce under the epidemic. If a fine is imposed for quality, it will somewhat cause everyone's dissatisfaction.

Moreover, the implementation and improvement of the mechanism requires the buyer, seller and platform to work together. The interests of the three parties are important, and no one is more important than anyone else, because no e-commerce cannot exist without it.

In the face of the sudden outbreak of the epidemic, logistics stagnation is irreversible, but there are always ways to break through this obstacle.
