  In order to more effectively help and encourage merchants to improve the quality of store products and services, improve merchants' comprehensive operation capabilities, and continue to create a better shopping environment for consumers, Tmall plans to add the "Tmall Merchant Assessment Standards" to comprehensively upgrade the Tmall Merchant Assessment Mechanism, and first solicit opinions from users on this adjustment. Deadline for publication of opinions: October 29, 2018

  The "Tmall Merchant Assessment Standards" has been added, and the details are as follows:

  1. Assessment objects: All Tmall merchants on business must participate in the assessment and must meet the assessment standards (including the specific "assessment indicators" requirements in the table below). If they do not meet any assessment indicator requirements, you will not be able to continue operating on Tmall.

  2. Assessment cycle: Starting from January 1, 2019, 12 natural months will be used as one assessment cycle. Due to the different service opening time (i.e. the store launch time), the starting months of the assessment are divided as follows:

  1) Merchants whose service is activated before October 1, 2018 will officially start the assessment from 0:00 on January 1, 2019;

  2) Merchants whose service is activated from October 1, 2018 to December 31, 2018 will be exempted from January 1, 2019 to March 31, 2019, and the examination period will be 0:00 on April 1, 2019 to 24:00 on March 31, 2020, and the formal assessment will begin at 0:00 on April 1, 2020;

  3) For merchants whose service is on January 1, 2019 and after, the first three months after the store is launched are exempted from the examination period, and the assessment begins in the fourth month, of which the 4th to 15th months are the examination period, and the formal assessment begins in the 16th month;

  Note: The circular assessment refers to the automatic next assessment cycle after one assessment cycle is over. For example: The merchant starts the assessment from 0:00 on February 1, 2019, and the assessment ends at 24:00 on January 31, 2020; the second assessment cycle enters 0:00 on February 1, 2020.

  3. The assessment standards are composed of the following three assessment indicators: store sales, basic service assessment score, and store rating (DSR).

  Note: Clothing categories must meet the special assessment standards for the corresponding categories.

  4. Other instructions:

  1) Exemption period: The service is opened for merchants whose service starts before the 15th of each month (including the 15th of each month) will be calculated for 3 natural months from the 1st of the month, and the service is opened for merchants whose service is opened for 3 natural months from the 1st of the next month.

  2) Examination period: The 12 natural months after the end of the exemption period are the examination period. The sales requirements for the store in the examination period of sports outdoor, men's clothing, women's underwear/men's underwear/home clothing, women's shoes, popular men's shoes, and watch categories are 25% of the store sales requirements for the formal assessment period, and the sales requirements for the store in the examination period of other categories are 50% of the store sales requirements for the formal assessment period, and other indicators are consistent with the indicators for the formal assessment period.

  3) Merchants involving cross-category operations shall be assessed according to the standards corresponding to the main business category of the store. Among them, the store sales and store rating (DSR) will be assessed based on the assessment standards of the store main business category on the day the assessment period ends, and the Basic Service Assessment Branch shall be assessed based on the assessment standards of the main business category of the store on the last day of the assessment month.

  4) Store sales refer to the sum of all orders with "transaction successful" transactions during the assessment period (except for false transaction orders and other illegal orders). This amount does not include freight, nor does it include the amount of failed transactions caused by rights protection, after-sales service, etc., and the amount of transactions under the first-level category name "Other".

  5) The basic service assessment score is the comprehensive score that reflects the merchant's comprehensive service capabilities after the performance of the five dimensions of Tmall comprehensive merchant store: product experience, logistics experience, after-sales experience, consultation experience, and dispute complaints. The basic service assessment score indicators adopt a monthly assessment model. During the 12-month assessment cycle, if the cumulative number of months does not meet the standards, the store will not be able to continue operating on Tmall.

  6) If the standard needs to be adjusted within the scope permitted by law, Tmall will make public announcements and notify the merchant in advance in accordance with the law.

  Question 1: Do I need to participate in the Tmall merchant assessment?

  Answer: The assessment targets of the "Tmall Merchant Assessment Standards" are all Tmall merchants in operation. For details, please see the "Tmall Merchant Assessment Standards" public comment draft.

  Note: Flagship stores for books, audio-visual, phone bills and communications do not need to participate in the assessment.

  Question 2: What is the biggest difference between the new "Tmall Merchant Assessment Standards" and the previous renewal assessment?

  answer:

  1. Changes in the assessment period: From the fixed assessment period from October 1 to September 30 of the following year, it will be changed to January 1, 2019, with 12 natural months as one assessment cycle, and a circular assessment will be conducted.   2. Changes in indicators: The service assessment indicators for some categories are switched from DSR to basic service assessment points, and the indicator adopts a monthly assessment model. During the 12-month assessment cycle, if a certain number of months does not meet the standards, the store will not be able to continue operating on Tmall.   For example: If the main category of the merchant is "women's shoes", during the assessment cycle, the monthly basic service assessment score must be greater than or equal to 2.3 points. When the cumulative number of months for basic service assessment scores exceeds or equal to 4 times, the merchant fails to pass the assessment; if the main category of the merchant is "hardware/tools", the monthly basic service assessment score must be greater than or equal to 2.4 points. When the cumulative number of months for basic service assessment scores exceeds or equal to 6 times, the merchant fails to pass the assessment.

  Store sales and store ratings (DSR) will still be assessed according to annual assessment, and store sales will be reminded according to monthly display.

  Question 3: When will Tmall merchants start the assessment in 2019?

  Answer: Starting from January 1, 2019, a circular assessment will be conducted with 12 natural months as one assessment cycle.

  If the basic service assessment meets the standards during the assessment cycle, then the statistics will be made as to whether other indicators meet the standards at the end of the assessment period. If any of the other indicators fails to meet the standards, the merchant’s assessment results will be not met.

  The exam exemption period is from October 1, 2018 to December 31, 2018 from January 1, 2019 to March 31, 2019.

  The examination period is 0:00 on April 1, 2019 to 24:00 on March 31, 2020.

  The official assessment will begin at 0:00 on April 1, 2020. If the merchant’s store is launched on October 1, 2018, 0:00 on April 1, 2019 to 24:00 on March 31, 2020, it will be an assessment cycle.

  The second assessment period is 0:00 on April 1, 2020 to 24:00 on March 31, 2021, and so on;

  If during the assessment cycle, when the cumulative number of months for basic service assessment scores exceeds the number of months specified by the standard, the merchant’s assessment will not meet the standards;

  If the basic service assessment meets the standards during the assessment cycle, then the statistics will be made as to whether other indicators meet the standards at the end of the assessment period. If any of the other indicators fails to meet the standards, the merchant’s assessment results will be not met.

  The first three months after the store is launched on January 1, 2019 will be exempted from the exam period, and the assessment will begin in the fourth month.

  Question 4: What is the store exam exemption period?

  Answer: The store launch time will start before the 15th of each month (including the 15th of each month) and the merchant’s exemption period will be calculated from 3 months from the 1st of the month. The store launch time will be later than the 15th of each month. The merchant’s exemption period will be calculated from 3 months from the 1st of the next month.

  For example: If the merchant’s store is launched on May 12, 2019, the exam is exempted from May 2019, and the store exam period will be entered at 0:00 on August 1, 2019.

  Question 5: What is the store examination period? What is the difference between the assessment during the examination and the formal assessment period?

  Answer: The 12 natural months after the end of the examination period are the examination period. The sales requirements for the store in the examination period of sports outdoor, men's clothing, women's underwear/men's underwear/home clothing, women's shoes, popular men's shoes, and watch categories are 25% of the store sales requirements for the formal assessment period, and the sales requirements for the store in the examination period of other categories are 50% of the store sales requirements for the formal assessment period, and other indicators are consistent with the indicators for the formal assessment period.

If the main category of the merchant is women's clothing, the store sales requirement during the trial period is 50% of the store sales requirement during the formal assessment period, and other indicators are consistent with the indicators during the formal assessment period.

  Question 6: What are the main dimensions of the 2019 merchant standards?

  A: You need to meet:

  1. Store sales meet the assessment standards for the corresponding category (if any);

  2. Basic service points meet the assessment standards for the corresponding categories (if any);

  3. Store rating (DSR) meets the assessment criteria for the corresponding category (if any);

  4. Clothing categories must meet the special assessment standards for the corresponding categories;

  Question 7: What are the store sales, DSR calculation dimensions, and basic service assessment scores?

  Answer: 1. Store sales refer to the sum of all orders whose transaction status is "successful" during the validity period of the agreement (except for false transaction orders and other illegal orders). This amount does not include freight, nor does it include the amount of failed transactions caused by rights protection, after-sales service, etc., and the amount of transactions under the first-level category name "Other".

  3. Store Rating (DSR) refers to the store dynamic score with three data: "Description consistent, service attitude, and logistics services". For details, please see the data details below the assessment board - Data details; for example: "The cumulative number of days with the mean DSR less than 4.7 is ≤127 days" means that the total number of days with the dynamic score of the store less than 4.7 during the assessment period is less than or equal to 127 days.

  Question 8: Where can I view the assessment data for 2019?

  Answer: Tmall will provide a "Merchant Assessment Data Board", which is expected to be launched in December. At that time, you can log in to "Merchant Center-Merchant Assessment" to view it.

  Question 9: If the store operates multiple categories, which category of indicators are used to conduct the final assessment?

  Answer: During the merchant assessment period, the store sales and store rating (DSR) will be assessed based on the merchant’s assessment standards for the main business category on the day the assessment period ends, and the Basic Service Assessment Branch will be assessed based on the merchant’s assessment standards for the main business category on the last day of the assessment month.

  For example: The store also operates three categories: women's clothing/women's boutique, women's shoes, children's clothing/parent-child clothing. If the main category on the day of the assessment period ends, women's clothing/women's boutique, the assessment will be carried out based on the assessment indicators of women's clothing/women's boutique categories.

  Note:

  The main category refers to the category with the first category's main business rate among merchant stores.

  Category main business rate = (Category transaction volume/Store transaction volume in the past 30 days) * 50% + (Number of online products on the day of the category/Store online products on the day) * 50%.

  Question 10: Which stores in the clothing category belong to the winter category?

  Answer: The winter category transactions during the merchant assessment period account for 70% or more of the total store transactions, and belong to the winter category merchant.

  Question 11: I have signed the "New Merchant Assessment Commitment Letter" and during the new merchant assessment period, do I still have to participate in the Tmall Merchant Assessment?

  Answer: For merchants whose "New Merchant Assessment Commitment Letter" has signed the "New Merchant Assessment Commitment Letter" for the category "Clothing, Shoes, Bags, Sports Outdoors, Jewelry and Accessories, Home Decoration, Furniture and Textiles, Home Daily Use", they will automatically enter the official assessment of Tmall merchants for a period of 12 months after the new merchant assessment cycle ends and the assessment is passed. Due to the upgrade of the merchant assessment model, the new merchant will no longer assess the number of newly issued products during the assessment period, and other assessment indicators will remain unchanged.

  Question 12: What should I do if I fail the assessment?

  You will not be able to continue operating on Tmall. Your store will be subject to store supervision on the 5th of the next month after the assessment confirms that the standards are not met. The contract will be automatically terminated at 24:00 on the last day of the next month after the assessment confirms that the standards are not met.

  For example: If the merchant has confirmed that the assessment does not meet the standards in June 2019, the merchant will be subject to store supervision on July 5 and the contract will be automatically terminated at 24:00 on July 31.

  Warm reminder: During the period when the store is subject to supervision, annual fees still need to be settled.

  Question 13: Can I relocate if my store fails to pass the assessment?

  Answer: You can apply for re-apply for entry, but you must meet the current Tmall entry standards.
