　　The Municipal Bureau of Industry and Commerce has put forward guiding opinions on online trading platform operators from five aspects in accordance with laws and regulations. Among them, regarding the "unfair terms" that consumers often encounter when participating in online shopping promotions, the industrial and commercial department stated that the platform shall not use format terms to set unreasonable provisions, including the use of format terms to set a deposit without refund, pre-sale products do not apply to seven-day unreasonable returns, explanation of the intact product, and the addition of restrictions on refund conditions, etc., excluding or restricting consumer rights, etc., which are unfair and unreasonable provisions to consumers.

　　In addition, online trading platforms shall not falsely promote and mislead and deceive consumers by exaggerating transaction volume, transaction volume, etc.; they shall not restrict operators from participating in other promotional activities.

　　The Consumer Law stipulates that operators shall not set unfair and unreasonable transaction conditions for providing goods or services to consumers, and shall not force transactions. Many merchants require consumers to pay on the day of "Double 11", otherwise the order will be cancelled and the deposit will not be refunded. In fact, due to the large number of orders being paid on the day of "Double 11", it may lead to problems in the Internet speed or system, affecting the success of consumers' payments. This situation will make consumers bear responsibility, which is obviously unfair and unreasonable.
