In 2013, Chinese President Xi Jinping proposed an important cooperation initiative to jointly build the Silk Road Economic Belt and the 21st Century Maritime Silk Road. Over the past three years, the construction of the "Belt and Road" has made smooth progress and fruitful results, and has been widely welcomed and highly praised by the international community. From May 14 to 15, 2017, China hosted the "Belt and Road" International Cooperation Summit Forum in Beijing. This is an international event for all parties to discuss and build the "Belt and Road" together, and share the results of mutually beneficial cooperation. It is also an important cooperation platform for strengthening international cooperation and connecting with each other's development strategies. During and on the eve of the summit forum, governments, localities, enterprises and other countries reached a series of cooperation consensus, important measures and pragmatic results. China sorted out and summarized some of the representative achievements to form a list of results for the summit forum. The list mainly covers five categories: policy communication, facility connectivity, smooth trade, financial and social communication, and people-to-people communication, with a total of 76 major items and more than 270 specific results.

1. Promote strategic docking and strengthen policy communication
(1) The Chinese government and relevant governments signed a memorandum of understanding on the cooperation between the "Belt and Road" between the "Belt and Road" including Mongolia, Pakistan, Nepal, Croatia, Montenegro, Bosnia and Herzegovina, Albania, East Timor, Singapore, Myanmar, and Malaysia.
(II) The Chinese government and relevant international organizations have signed cooperation documents on the "Belt and Road" including the United Nations Development Program, the United Nations Industrial Development Organization, the United Nations Human Settlements Program, the United Nations Children's Fund, the United Nations Population Fund, the United Nations Conference on Trade and Development, the World Health Organization, the World Intellectual Property Organization, and Interpol.
(III) The Chinese government and the Hungarian government signed a memorandum of understanding on jointly preparing the China-Hungarian cooperation plan, and signed an intergovernmental bilateral cooperation plan with the Laos and Cambodian governments to jointly build the "Belt and Road".
(IV) Chinese government departments and relevant international organizations signed cooperation documents on the "Belt and Road" including the United Nations Economic Commission for Europe, the World Economic Forum, the International Road Transport Union, the International Trade Center, the International Telecommunications Union, the International Civil Aviation Organization, the United Nations Alliance for Civilization, the International Development Legal Organization, the World Meteorological Organization, and the International Maritime Organization.
(V) China's National Development and Reform Commission and the Greek Ministry of Economic Development signed the "China-Greece Key Areas 2017-2019 Cooperation Plan".
(VI) China's National Development and Reform Commission and the Czech Ministry of Industry and Trade signed a memorandum of understanding on jointly coordinating the promotion of cooperation planning and project implementation under the framework of the Belt and Road Initiative.
(7) The Ministry of Finance of China and the Ministry of Finance of relevant countries jointly approved the "Guiding Principles for Financing of the Belt and Road".
(8) Relevant departments of the Chinese government issued documents such as "Co-construction of the Belt and Road": Concept, Practice and China's Contribution", "Vision and Action to Promote Energy Cooperation in the Belt and Road", "Vision and Action to Jointly Promote Agricultural Cooperation in the Construction of the Belt and Road", "Guiding Opinions on Promoting the Construction of the Green Belt and Road", "Planning for Maritime Cooperation in the Construction of the Belt and Road" and other documents.
(9) The Belt and Road International Cooperation Summit Forum will be held regularly, and a forum advisory committee, a forum liaison office, etc. will be established.
(10) China's National Development and Reform Commission established the "Belt and Road" construction promotion center, officially opened the "Belt and Road" official website, and released the Maritime Silk Road Trade Index.
2. Deepen project cooperation and promote facility connectivity
(1) The Chinese government and the governments of Uzbekistan, Türkiye and Belarus have signed international transportation and strategic docking agreements.
(II) The Chinese government and the Thai government signed an intergovernmental agreement on the peaceful use of nuclear energy.
(III) The Chinese government and the Malaysian government signed a memorandum of understanding in the field of water resources.
(IV) The China National Development and Reform Commission and the Pakistan Ministry of Planning, Development and Reform signed a memorandum of understanding on cooperation in the upgrading and renovation of Pakistan's No. 1 railway trunk line and the construction of the new Havilian land port project under the China-Pakistan Economic Corridor. The China National Railway Administration and the Ministry of Railways of the Islamic Republic of Pakistan signed a framework agreement on the implementation of the upgrading and renovation of the Pakistan No. 1 railway trunk line and the construction of the Havilian land port project.
(V) The Ministry of Commerce of China and the Ministry of Public Works and Transport of Cambodia signed a memorandum of understanding on strengthening cooperation in the field of infrastructure.
(VI) The Ministry of Industry and Information Technology of China and the Ministry of Communications and Information Technology of Afghanistan signed the "Memorandum of Understanding on Information Technology Cooperation".
(7) The Ministry of Transport of China signed a cooperation document in the field of transportation in the "Belt and Road" with relevant departments of Cambodia, Pakistan, Myanmar and other countries.
(8) The Ministry of Water Resources of China and the Ministry of Environment of Poland signed a memorandum of understanding on cooperation in the field of water resources.
(9) The National Energy Administration of China signed an energy cooperation roadmap with the Swiss Federal Energy Office of the Ministry of Environment, Transport, Energy and Telecommunications, and signed a memorandum of understanding on the research roadmap of the Basa project and the northern Pakistan hydropower planning in hydropower in northern Pakistan and an agreement on the adjustment of the list of energy projects in the China-Pakistan Economic Corridor with the Ministry of Hydropower.
(10) The State Oceanic Administration of China and the Ministry of Environment of Cambodia signed a protocol on the establishment of a joint China-Cambodia marine observatory.
(11) China Railway Corporation and relevant railway companies signed the "Agreement on Deepening China-Europe Railway Railway Cooperation between China, Belarus, Germany, Kazakhstan, Mongolia, Poland and Russia".
(12) China Development Bank and Indonesia-China High-speed Railway Co., Ltd. signed a financing agreement for Jakarta-Bangkok High-speed Railway Project, and signed a cooperation agreement for infrastructure financing in ports, electricity, industrial parks and other fields with relevant institutions in Sri Lanka, Pakistan, Laos, Egypt and other countries.
(13) The Export-Import Bank of China and the Ministry of Finance of Serbia signed a loan agreement for the Belgrade to the Old Pazowa section of the Hungary-Serbia Railway, signed a loan agreement for the highway project with the Ministry of Ethiopia, the Ministry of Finance of Cambodia, the Ministry of Finance of Ethiopia, and the Kazakhstan National Highway Company, signed a loan agreement for the light rail project with the Ministry of Finance of Vietnam, signed a loan agreement for the telecommunications company with the Serbian Telecommunications Company, signed a loan agreement for the bridge project with the Ministry of Finance of Mongolia, signed a loan agreement for the airport expansion and reconstruction project with the Yangon Airport Company of Myanmar, and signed a loan agreement for the inland container port yard project with the Ministry of Finance of Kenya.
(14) The Global Energy Internet Development Cooperation Organization signed a memorandum of cooperation in the field of energy with the United Nations Department of Economic and Social Affairs, the United Nations Economic and Social Commission for Asia and the Pacific, the League of Arab States, the African Union, and the GCC Internet Administration.
3. Expand industrial investment and achieve smooth trade
(I) The Chinese government signed economic and trade cooperation agreements with 30 governments including Pakistan, Vietnam, Cambodia, Laos, Philippines, Indonesia, Uzbekistan, Belarus, Mongolia, Kenya, Ethiopia, Fiji, Bangladesh, Sri Lanka, Myanmar, Maldives, Azerbaijan, Georgia, Armenia, Afghanistan, Albania, Iraq, Palestine, Lebanon, Bosnia and Herzegovina, Montenegro, Syria, Tajikistan, Nepal, Serbia, etc.
(II) The Chinese government and the Georgian government signed the China-Georgia Free Trade Agreement document.
(III) The Chinese government and the Sri Lankan government signed a framework agreement on promoting investment and economic cooperation.
(IV) The Chinese government and the Afghan government signed a cooperation and mutual assistance agreement on customs affairs.
(V) The Ministry of Commerce of China, with relevant departments and international organizations in more than 60 countries, jointly issued an initiative to promote smooth trade cooperation in the "Belt and Road".
(VI) The Ministry of Commerce of China and the Ministry of Economic Affairs of Moldova signed a memorandum of understanding on ending the joint feasibility study of the China-Moldova Free Trade Agreement with the Ministry of Foreign Relations of Mongolia on the launch of the joint feasibility study of the China-Moldova Free Trade Agreement.
(7) The Ministry of Commerce of China and the Ministry of Industry of Nepal signed a memorandum of understanding on the construction of the China-Nepal Cross-border Economic Cooperation Zone, and signed a memorandum of understanding on the construction of the China-Myanmar border economic cooperation zone with the Ministry of Commerce of Myanmar.
(8) The Ministry of Commerce of China and the Ministry of Development Strategy and International Trade of Sri Lanka signed a Memorandum of Understanding on Strengthening Trade, Investment and Economic and Technical Cooperation with the Ministry of Foreign Relations of Mongolia, signed a Memorandum of Understanding on Strengthening Trade, Investment and Economic Cooperation with the Ministry of Economic Affairs of Kyrgyzstan, signed a Memorandum of Understanding on Promoting the Development of Small and Medium Enterprises with the Ministry of Industry and Trade of the Czech Republic and Trade and the Ministry of Foreign Affairs of Hungary, and signed a Memorandum of Understanding on Cooperation with E-commerce with Vietnam.
(9) China's National Development and Reform Commission and the Ministry of Economic Affairs of Kyrgyzstan signed a memorandum of understanding on jointly promoting key projects for capacity and investment cooperation, and signed a framework agreement on strengthening capacity and investment cooperation with the Ministry of Economic Affairs of the United Arab Emirates.
(10) The Ministry of Agriculture of China and the Ministry of Agriculture and Environmental Protection of Serbia signed a memorandum on formulating an action plan for agricultural economic, trade and investment, signed a strategic action plan for agricultural cooperation with the Ministry of Agriculture of Argentina, signed a five-year plan for improving agricultural cooperation with the Ministry of Agriculture of Chile (2017-2021), and signed a three-year action plan for agricultural cooperation with the Ministry of Agriculture and Land Improvement of Egypt (2018-2020).
(11) The General Administration of Customs of China signed customs cooperation documents with customs departments of Kazakhstan, the Netherlands, Poland and other countries to deepen the cooperation between customs along the route "information exchange, mutual recognition of supervision, and mutual assistance in law enforcement".
(12) The General Administration of Customs of China and the International Road Transport Alliance signed a cooperation document to promote the construction of international logistics channels and implement the "International Road Transport Convention".
(13) China's General Administration of Quality Supervision, Inspection and Quarantine signed inspection and quarantine cooperation agreements with relevant departments of Mongolia, Kazakhstan, Kyrgyzstan, Uzbekistan, Norway, Ireland, Serbia, the Netherlands, Argentina, Chile, Tanzania and other countries, signed cooperation agreements in the field of quality technology such as standards, metrology, certification and accreditation with relevant departments of the United Nations Industrial Development Organization, Ukraine and Azerbaijan, and signed the "Joint Initiative on Strengthening Standard Cooperation and Promoting the Construction of the Belt and Road" with relevant departments of Russia, Belarus, Serbia, Mongolia, Cambodia, Malaysia, Kazakhstan, Ethiopia, Greece, Switzerland, Turkey and other countries.
(14) The Export-Import Bank of China signed loan agreements for projects such as industrial parks, power transmission and transformation, wind power, dams, satellites, hydraulic plants, etc. with relevant enterprises in Egypt, Bangladesh, Uzbekistan and Saudi Arabia, and signed loan agreements for projects such as power grid upgrade and transformation, coal-fired power stations, coal mine transformation, tire plants, etc. with relevant enterprises in Egypt, Bangladesh, Uzbekistan and Saudi Arabia, and signed a strategic cooperation framework agreement on financing credit lines with the Philippines Capital Bank and Trust Company.
(15) China Development Bank and relevant institutions in Kazakhstan, Azerbaijan, Indonesia, Malaysia and other countries have signed cooperation agreements on capacity cooperation and financing in the fields of chemical, metallurgy, petrochemicals, etc.
(16) China will hold the China International Import Expo from 2018.
4. Strengthen financial cooperation and promote financial communication
(1) The Silk Road Fund has added RMB 100 billion.
(2) China encourages financial institutions to carry out RMB overseas fund business, with a preliminary scale of approximately RMB 300 billion, providing financial support for the "Belt and Road".
(III) China's National Development and Reform Commission will establish a Sino-Russia regional cooperation and development investment fund with a total scale of RMB 100 billion and the first period of RMB 10 billion to promote development cooperation between Northeast China and Russia's Far East.
(IV) The Ministry of Finance of China signed a memorandum of understanding on strengthening cooperation in related fields under the Belt and Road Initiative, six multilateral development institutions, including the Asian Development Bank, the Asian Infrastructure Investment Bank, the European Bank of Reconstruction and Development, the European Investment Bank, the New Development Bank and the World Bank Group.
(V) The Ministry of Finance of China and the Multilateral Development Bank will establish a multilateral development financing cooperation center.
(VI) The China-Kazakhstan Capacity Cooperation Fund has been put into actual operation and signed a framework agreement to support Chinese telecommunications companies to participate in the "Digital Kazakhstan 2020" planning cooperation.
(7) The Silk Road Fund and the Shanghai Cooperation Organization UnionPay agreed to sign a memorandum on the basis of partnership. The Silk Road Fund signed a cooperation agreement with the Uzbekistan National Bank for Foreign Economics.
(8) The China Development Bank has established special loans for infrastructure of the "Belt and Road" (100 billion yuan is equivalent to RMB), special loans for capacity cooperation of the "Belt and Road" (100 billion yuan is equivalent to RMB), and special loans for financial cooperation of the "Belt and Road" (50 billion yuan is equivalent to RMB).
(9) The Export-Import Bank of China has established the "Belt and Road" special loan quota (100 billion yuan is equivalent to RMB) and the "Belt and Road" infrastructure special loan quota (30 billion yuan is equivalent to RMB).
(10) China Development Bank and the French National Investment Bank jointly invested in the China-French Small and Medium Enterprise Fund (Phase II), and signed the "Equity Subscription Agreement"; signed the "Memorandum of Understanding on the Establishment of the Sino-Italy Joint Investment Fund" with Italian deposit and loan companies; carried out pragmatic cooperation in financing, bond underwriting and other fields with Iranian Commercial Bank, Egypt Bank, Hungarian Development Bank, Capital Bank of the Philippines, Agricultural Bank of Turkey, Austria International Bank, Cambodia Kahua Bank, and Malaysia Malay Bank.
(11) The Export-Import Bank of China signed a credit line framework agreement with member institutions such as the Export-Import Bank of Malaysia and the Export-Import Bank of Thailand to carry out pragmatic cooperation in areas such as loan transfer and trade financing.
(12) China Export Credit Insurance Corporation signed cooperation agreements with interbank institutions in Belarus, Serbia, Poland, Sri Lanka, Egypt and other countries, and signed framework cooperation agreements with relevant government departments such as the Ministry of Investment and International Cooperation, the Ministry of Finance of Laos, the Ministry of Finance of Cambodia, the Indonesian Investment Coordination Committee, the Polish Investment and Trade Bureau, the Ministry of Finance of Kenya, the Central Bank of Iran, the Ministry of Finance and Economic Affairs of Iran, and other relevant national financial institutions such as the Saudi Arabian Development Fund, the Turkish Industry Bank, the Turkish Guarantee Bank, and the United Bank of Pakistan.
(13) The People's Bank of China cooperates with the International Monetary Fund to establish the IMF-China Capacity Building Center to provide training for countries along the "Belt and Road".
(14) The Export-Import Bank of China and the United Nations Industrial Development Organization signed a joint statement on promoting cooperation in sustainable industrial development in countries along the "Belt and Road".
(15) The Asian Financial Cooperation Association was officially established.
(16) Industrial and Commercial Bank of China and major banks in Pakistan, Uzbekistan, Austria and other countries jointly launched the "Belt and Road" bank cooperation action plan and established a normalized cooperation and exchange mechanism for banks in the "Belt and Road".
5. Strengthen people's livelihood investment and deepen people's mutual understanding
(1) The Chinese government will increase its aid to developing countries along the route, with the overall aid scale of no less than 60 billion yuan in the next three years.
(II) The Chinese government will provide 2 billion yuan of emergency food aid to developing countries along the route. The South-South Cooperation Assistance Fund will be added to the South-South Cooperation Assistance Fund to launch the China-United Nations 2030 Agenda for Sustainable Development Cooperation Initiative, and support the implementation of 100 "Happy Homes", 100 "Love Helping the Poor", 100 "Rehabilitation and Medical Assistance" projects in countries along the route. Provide US$1 billion to relevant international organizations to jointly promote the implementation of a number of international cooperation projects that benefit countries along the route, including providing 100 refugee aid projects such as food, tents, mobile housing, etc. to countries along the route, establishing refugee scholarships, providing education opportunities for 500 young refugees, and funding 100 refugee athletes to participate in international and regional events.
(III) The Chinese government and the Lebanese government signed the "Implementation Plan for the 2017-2020 Cultural Agreement between the Government of the People's Republic of China and the Government of the Lebanese Government, signed the "Agreement between the Government of the People's Republic of China and the Government of the Tunisian Government on the Establishment of Cultural Centres" with the Tunisian Government, and signed the "Agreement between the Government of the People's Republic of China and the Government of the Turkish Government on the Establishment of Cultural Centres" with the Turkish Government.
(IV) The Chinese government and UNESCO signed the "Memorandum of Understanding on Cooperation between China-UNESCO (2017-2020)".
(V) The Chinese government and the Polish government signed an intergovernmental tourism cooperation agreement.
(VI) The Chinese government proposes to launch the "Belt and Road" Science and Technology Innovation Cooperation Action Plan and implement four actions, including scientific and technological cultural exchanges, joint laboratories, cooperation in science and technology parks, and technology transfer.
(VII) The Chinese government signed assistance agreements with international organizations such as the World Food Programme, the United Nations International Organization for Migration, the United Nations Children's Fund, the United Nations Refugee Agency, the World Health Organization, the International Committee of the Red Cross, the United Nations Development Programme, the United Nations Industrial Development Organization, the World Trade Organization, the International Civil Aviation Organization, the United Nations Population Fund, the United Nations Conference on Trade and Development, the International Trade Center, and UNESCO.
(8) The Ministry of Education of China signed cooperation documents in the field of education with the education departments of Russia, Kazakhstan, Bosnia and Herzegovina, Estonia, Laos and other countries, signed agreements on mutual recognition of higher education qualifications and degrees with Cyprus, and established music education alliances with countries along the route.
(9) The Ministry of Science and Technology of China and the Ministry of Education, Culture, Science and Sports of Mongolia signed a memorandum of understanding on jointly implementing the China-Mongolia Young Scientists Exchange Plan, a memorandum of understanding on the establishment of science and technology parks and innovative infrastructure development cooperation with the Ministry of Education, Culture, Science and Sports of Mongolia, and a memorandum of understanding on joint funding of China-Hungary scientific research cooperation projects with the Hungarian National R&D and Innovation Agency.
(10) The Ministry of Environmental Protection of China issued the "Belt and Road" Ecological and Environmental Protection Cooperation Plan", built the "Belt and Road" ecological and environmental protection big data service platform, and jointly issued an initiative to establish the "Belt and Road" Green Development International Alliance with the United Nations Environment Program.
(11) The Ministry of Finance of China will establish the "Belt and Road" Financial Development Research Center.
(12) China's National Health and Family Planning Commission signed cooperation documents in the field of health with the Ministry of Health of the Czech Republic, Norway and other countries.
(13) The China National Tourism Administration and the Uzbekistan National Tourism Development Commission signed a tourism cooperation agreement, signed a memorandum of tourism cooperation with the Ministry of Economy, Development and Tourism of Chile, and signed an implementation plan for the memorandum of tourism cooperation with the Ministry of Tourism of Cambodia.
(14) China's State Administration of Press, Publication, Radio, Film and Television signed a cooperation document with the Supreme Committee of Turkey's Radio and Television and the Saudi Arabia Audio-Visual Administration. China Central Television and mainstream media in relevant countries have established the "Belt and Road" News Cooperation Alliance.
(15) The Information Office of the State Council of China signed a memorandum of understanding on media exchanges and cooperation with the Ministry of Information of Cambodia, the Information Bureau of the Prime Minister's Office of Brunei, the State Media Committee of the UAE, the Ministry of Information of the Palestinian Ministers, and the Media and Citizen Relations of the Albanian Ministers' Meeting.
(16) The Information Office of the State Council of China signed a memorandum of understanding on the cooperation and cooperation plan for the cooperation of think tanks, the Ministry of Foreign Affairs and International Cooperation, the Institute of Policy and Strategy of the Ministry of Foreign Affairs and Trade of Brunei, the Ministry of Foreign Affairs of Israel, the Ministry of Palestinian Foreign Affairs, and the Ministry of Foreign Affairs of Albania.
(17) The China Development Bank will hold a special bilateral and multilateral exchange training for the "Belt and Road" and establish a special scholarship for the "Belt and Road".
(18) The China Association for the Promotion of International Exchanges of Non-International Organizations, jointly launched the "Action Plan for Chinese Social Organizations to Promote the "Belt and Road" and the People-Connected Interconnection between People (2017-2020)". The China Association for the Promotion of International Exchanges of Non-International Organizations and more than 150 Chinese and foreign non-international organizations jointly established the "Non-International Organization Cooperation Network along the Silk Road". The "Belt and Road" Think Tank Cooperation Alliance launched the "International Think Tank Cooperation Project to Enhance the Connection between the People on the Belt and Road".
(19) The Development Research Center of the State Council of China and the United Nations Industrial Development Organization signed a memorandum of understanding on cooperation in jointly building the "Belt and Road". More than 50 international members and partners of the Silk Road International Think Tank Network jointly issued the "Silk Road International Think Tank Network Beijing Joint Action Declaration".
(20) The China International Urban Development Alliance signed a letter of intent for cooperation with the United Nations Human Settlements Program, the World Health Organization, world cities and local government organizations in the Asia-Pacific region.
