Car sharing: How to face users with different habits and qualities

2017-05-03

Before shared cars could enter the public's vision, in order to encourage individuals to purchase new energy vehicles, local governments have already accelerated the construction of charging piles, but this cannot be exactly matched with the outlets built by shared car operators. Therefore, each operator either chooses to build its own charging piles, or invites a third-party company to build it, and then share the turnover.

Global Car Enjoy chooses to build it yourself and charge it one by one. The advantage of this is that it can achieve large-scale unattended service, thereby reducing labor costs.

Car sharing: How to face users with different habits and qualities

Standards and positioning of shared cars

Just last week, Guangzhou established a professional car shared (time-sharing leasing) special committee of Guangzhou Road Transport Industry Association, a professional car shared (time-sharing leasing) with a national new energy-based professional car shared (time-sharing leasing) special, and released two normative documents: Guangzhou’s “bad credit” record sharing management system and Guangzhou’s shared car (time-sharing leasing) industry service specifications.

Lin Diansheng, president of the Guangzhou Road Transport Industry Association, said at the founding meeting that the purpose of the association's establishment is to standardize development and share resources. "The parking and car body damage, and the safety inspection of some vehicles is not done in place. Therefore, it is necessary to set up a special committee to share everyone's resources and put forward the requirements of this industry norm."

In the document issued this time, member operators are required to ensure that they use vehicles that have been registered for lease and promise to purchase relevant insurance for the vehicle. Despite the lack of mandatory nature, it still has a demonstration effect.

Wu Xiaoyuan, deputy director of the New Energy Vehicle Collaborative Innovation Center of the School of Automobile at Tongji University, used "hard work" to describe the current progress of my country's new energy vehicle time-sharing rental. Her first suggestion is to clarify the traffic positioning of shared cars as soon as possible.

In fact, the early days of shared cars was introduced as a business model for the promotion and application of new energy vehicles. In July 2014, the General Office of the State Council clearly mentioned for the first time in the "Guiding Opinions on Accelerating the Promotion and Application of New Energy Vehicles" that it is exploring models such as time-sharing leasing, vehicle sharing, vehicle rental and mortgage purchase of new energy vehicles in the field of personal use. As the "sharing economy" has been written into the government work report for two consecutive years, shared cars have also attracted much attention as an emerging industry.

User quality needs to be improved

Like shared bicycles, how to face users with different habits and qualities may be a problem in the development of shared bicycles.

Cai Zhenbo gave many examples: the user left directly after vomiting in the car; some designated drivers used the car as a hotel for sleeping because they did not charge long fees at night; maliciously destroyed the GPS in the car or took it away directly; removed the tires and replaced them with their car.

At present, there are no new energy vehicles customized for time-sharing rental on the market. Vehicles purchased by shared car operators can only choose from the models of existing vehicle manufacturers, which leads to some users who can directly take the parts of unattended time-sharing rental vehicles for themselves.

Cai Zhenbo said that he had also found someone and wanted to recover, but due to the lack of evidence and the police did not accept such cases, he had to leave it alone.

Of course, daily inspections are also indispensable. Every car-sharing operator will hire a special inspection team. However, in Chen Ruihui's view, these problems can be solved by installing technical means such as monitoring, mobile APP docking, and biometric certification in the car. The key is the lack of policy support. In other words, a set of new energy vehicle production standards for time-sharing leasing is needed, and vehicle manufacturers are directly built into the vehicle as standard during production, rather than the modifications commonly used now.

In addition, the construction of charging piles is closely related to the demarcation of parking spaces. If the operator builds its own charging pile, the corresponding users will have to park at a designated location. In first-tier cities like Guangzhou, parking spaces are only sold but not rented; even if they are rented, the high parking costs are also a considerable expense for the operator.

Dingdong Travel chose to introduce partners to build charging piles or use the original municipal facilities, but no fixed-point parking is also facing a series of follow-up problems.

"The most typical example is that during peak hours of work, many vehicles go to the same area. It is impossible for me to use 800 people to transfer the vehicles away. How to avoid users from parking their cars in the same area? This requires research and development at the system level, and guide demand through price leverage - for example, when going to Zhujiang New City (Guangzhou Tianhe CBD), the price will double or triple, and when going to Dashi, Panyu, you will not increase the price, then you will connect to the subway." Cai Zhenbo said.

Cai Zhenbo even hopes to integrate the development plans and needs of the time-sharing leasing of various operators, connect with charging pile companies in the name of industry associations, and build charging piles in specific areas.

In March 2016, Shanghai issued the "Guiding Opinions on Promoting the Development of New Energy Vehicle Time-sharing Leasing Industry in the City", which is the only city in my country to issue special documents on New Energy Vehicle Time-sharing Leasing Industry. Chen Ruihui believes that shared cars are part of public transportation. As an important supplement to public transportation, it can facilitate business travel and promote economic development. Therefore, it needs to be included in the public transportation field for supervision.

Orkun, a professor at the Joint Engineering School of Sun Yat-Sen University-Carnegie Mellon University, suggested that China's shared cars should be closely integrated with public transportation in the future, and the shared infrastructure will be shared, and bus cards will also be available.
