Zhang Yizhen, Vice Minister of the Ministry of Human Resources and Social Security, told Caixin at the regular policy briefing of the State Council on the 7th that emerging business formats include express delivery and sharing economy and other industries. Couriers are expected to benefit first
The express delivery industry has become one of the important industries in our country. Data shows that my country's express delivery industry currently has about 2 million couriers. The "Opinions" stipulate two situations: First, employees who have signed labor contracts with emerging business enterprises can participate in employee social insurance in accordance with the law. For enterprises that meet the conditions, they can enjoy the subsidy policy for enterprises to absorb employment.
Second, other practitioners can participate in pension and medical insurance as flexible employment personnel, or pay housing provident fund. At the same time, the opinions also require the exploration of ways to protect unemployment and work-related injury insurance for flexible employment personnel.
In view of the relatively strong liquidity of practitioners in new business formats, Zhang Yizhen said that it is necessary to accelerate the construction of platforms such as online social security and national housing provident fund transfer and continuation, so as to provide more convenient conditions for practitioners to participate in insurance, transfer and continuation across regions, enjoy employment, social security and other related services.
In the investigation, First Financial News learned that although the State Council has given preferential treatment for the social security issues of new business format practitioners, some local restrictions still need to be broken through in the specific implementation. For example, the policies for flexible employment participation in insurance are not the same in various places. Wuhan, Changsha and other regions have relaxed the household registration restrictions on flexible employment participation, and stipulated that they can participate in insurance at their workplaces, but flexible employment still has household registration restrictions in big cities such as Beijing. There are also some places that require flexible employment personnel to participate in pension at their workplace, but not in medical insurance.
Beijing's 12333 hotline said that only Beijing registered population can participate in pension, medical care and unemployment insurance as flexible employment after putting files in the streets and intermediaries. People who are not registered in Beijing cannot participate in insurance.
Zhang Yizhen also said that the next step will be to improve the access management of emerging business formats, and preferential policies that encourage entrepreneurship, innovation and development will be open to emerging business formats and enterprises, and encourage government departments to take the lead in purchasing products and services of emerging business formats.
