#Laogao E-commerce Online Information# Anyone with online shopping experience knows that many products can be returned without reason within 7 days when shopping online. Recently, the State Administration for Industry and Commerce issued the "Interim Measures for Seven-Day No-Reason Returns on Online Purchasing Products", which products are not applicable to seven-day unreasonable returns? Can unpacked products be returned without reason? Should gifts be returned together? Who shall bear the return freight? In the "Interim Measures for Seven-Day No-Reasonable Returns on Online Purchasing Products", answers to these questions were given. This measure will come into effect on March 15, 2017.

Seven categories of goods are not applicable to no reason for returns
In practice, some operators will expand their explanations on the types of goods that do not apply to unreasonable returns, which to a certain extent has the unreasonable return system, which often leads to consumer disputes.
To this end, the measures clearly state that the four types of goods are not suitable for unreasonable returns, including goods customized by consumers; goods that are fresh and perishable; digital goods such as audio-visual products, computer software, etc. downloaded online or unpacked by consumers; and newspapers and journals delivered.
At the same time, three categories of goods that are not applicable to seven-day unreasonable returns are also listed:
(1) Products that may easily affect personal safety or life and health after being unpacked, or products that may easily cause changes in the quality of the product after being unpacked;
(2) Commodities with a greater depreciation of value after activation or trial;
(III) Products that are close to the shelf life and defective products that have been clearly stated at the time of sale.
The gifts should be returned to the consumer for shipping
When returning the goods, do the gift need to be returned? The method proposes that when consumers return the goods, the goods themselves, accessories and the gift should be returned together. Gifts include gifts, points, vouchers, coupons, etc. If the gift cannot be returned together, the operator can ask the consumer to pay the gift price at the pre-specified gift price.
Who will bear the freight? The method clearly states that the freight incurred by the return of goods shall be borne by the consumer in accordance with the law. If the operator and the consumer have other agreements, the agreement shall be followed. If consumers participate in free shipping activities that meet certain conditions but cannot meet the free shipping requirements after returning the goods, online goods sellers can deduct freight when refunding.
Reasonable unpacking and debugging can also be returned
The Consumer Rights Protection Law stipulates that the goods returned by consumers should be intact. However, this law does not clarify the connotation and standards of the intact goods. In practice, some operators not only require the product to be intact, but also the product packaging must be complete, and even require the product not to be unsealed or tried, which limits consumers' rights to a certain extent.
To this end, the method defines the connotation and standards of the product intact: if the product can maintain its original quality and function, the product itself, accessories and trademark logo are fully identified, it will be considered that the product is intact.
The measures further clarify that consumers open the product packaging based on inspection needs, or conduct reasonable debugging to confirm the quality and function of the product will not affect the integrity of the product.
In addition, the measures also stipulate that if the product is not accepted without permission without permission, or if the consumer refuses to return the product on the grounds that the product is not applicable for seven days without reason, or refuses to return the product on the grounds that the consumer has opened it or checked that the product is intact, it shall be punished in accordance with Article 56, Paragraph 1, Paragraph (8) of the Consumer Rights Protection Law.
When will the refund be received at the latest? The method clearly states that if the goods returned by the consumer are intact, the seller of online goods shall return the paid goods price to the consumer within seven days from the date of receipt of the returned goods.
