Chapter 1 Overview
Article 1【Purpose and basis】In order to maintain the normal operating order of Taobao’s global buyer market and protect the legitimate rights and interests of Taobao’s global buyer users, this specification is formulated in accordance with the provisions of relevant rules and agreements such as the "Taobao Platform Service Agreement", "Taobao Rules" and other relevant rules and agreements.
Article 2[Scope of application] The specifications apply to all sellers in Taobao's global purchasing market (hereinafter referred to as "buyers").
Article 3[Effective Level] In addition to complying with relevant rules such as national laws and regulations, "Taobao Rules", "Taobao Prohibited Products Management Standards" and "Taobao Dispute Handling Standards", Taobao Global Buyers should also comply with these standards. If already stipulated in this specification, the regulations are implemented in accordance with the aforementioned rules.
Chapter 2 Access
Article 4[Access] Taobao sellers can enter the Taobao global buyer market by actively applying for registration, and must meet the following requirements at the same time:
(one)When entering, the general violations will be deducted for less than 12 points; no serious violations (except for selling counterfeit goods); no violation records will be deducted for selling counterfeit goods;
(two)The number of penalties for selling counterfeit goods in the past two years is less than 2 times (the calculation method is: as long as there is a record of violations for selling counterfeit goods, it is calculated once);
(three)The total deduction of points for false transaction violations in the past 730 days is less than 48 points;
(Four)There has been no act of disrupting market order in the past 90 days, including but not limited to fictitious transactions, fictitious shopping carts, fictitious collections, etc.;
(five)The store is in normal condition and has stable comprehensive operation capabilities, including but not limited to the following indicators (this indicator is not restricted if a new store has never been sold in history):
1.The main categories are non-virtual categories, including but not limited to first-level categories: "online game point card", "online game equipment/game currency/account/practice training", "Tencent QQ", "mobile number/package/value-added services", "Mobile/University Unicom/Telecom Recharge Center", "online store/network service/software", etc.);
2.The goods in the store must meet the requirements of overseas products: Taobao will comprehensively determine whether they are overseas products based on the seller's main business category, product attributes, product details, logistics orders, product procurement locations, etc., and require the proportion of overseas products in the store to account for 100% of the sales of overseas products;
3.Store DSR requirements in the past six months: product quality DSR ≥ 4.6, service quality DSR ≥ 4.6, logistics service DSR ≥ 4.3;
4.The refund rate for disputes in the past 30 days is ≤ 5 times the industry average, or the number of refunds for disputes in the past 30 days is ≤ 3.
(six)Provide proof materials for people who are consistent with the buyer's own information overseas, including but not limited to the following:
1.Overseas passport or identity certificate in Hong Kong, Macao and Taiwan (valid for no less than 6 months);
2.Identity buyers in mainland China need to provide certificates of long-term overseas residence, and the following contents must be provided at the same time:a) My passport page (valid for no less than 6 months) and a valid visa (valid for more than 3 months);
b) The passport page has a real and valid entry record for the visa corresponding to the location.
Chapter 3 Business Specifications
Article 5[Product and Information Release] Buyers must abide by the product and information release regulations in the "Taobao Rules" and the "Taobao Prohibited Products Management Specifications".
Article 6[Code of Conduct] In addition to complying with the relevant provisions on the Code of Conduct in the "Taobao Rules" and "Taobao Dispute Handling Rules", buyers must also follow the following Code of Conduct:
(one)Buyers must provide overseas purchasing services;
(two)The buyer shall not violate the service commitments he or she makes, such as failure to fulfill the activity commitments;
(three)Buyers are not allowed to falsify or cheat on buyers' followers, followers, likes, comments, or share data in improper ways.
Chapter 4: Violation handling and exit
Article 7If buyers violate relevant provisions of this specification, in addition to punishing them in accordance with the "Taobao Rules" and other aspects, Taobao's global buyers market will also clear the buyers in accordance with this specification;
Article 8[Active Exit] Global buyers have the right to apply to withdraw from the Taobao global buyers market based on their own business conditions. If the buyer voluntarily exits, the system will remove the corresponding logo of the global buyer and clear out of the global buyer market.
Article 9[Refund] If any of the following situations occurs, the buyer will be cleared by the global purchasing market:
(one)Those who seriously violate national laws, regulations and policies shall be cleared immediately;
(two)If the buyer’s [Access] no longer meets the requirements of (1), (2), (3), (4), and (6), they shall be cleared immediately;
(three)If the buyer's [Access] (Fifth) requirements no longer meets the requirements of the buyer, he will be cleared on the 1st of the next month;
(Four)Any act that violates any of Article 6 of these Codes shall be immediately cleared.
Article 10[Retire and relocate] Buyers must meet the following conditions when they exit and relocate to the global buyer market:
(one)If the buyer applies for voluntary withdrawal, he or she can enter after 90 days from the date of withdrawal;
(two)If you are naturally cleared once within the year, you can only enter 30 days from the date of clearance;
(three)If you are naturally cleared twice within the year, you can only enter after 90 days from the date of clearance;
(Four)If the natural person is cleared 3 times or more within the year, the natural person shall not be allowed to enter within the year.
Chapter 5 Attachment
Article 11[Effective Time] This specification will come into effect for the first time on September 2, 2016
