  According to Lao Gao Crown Club, Xinhua News Agency, Beijing, June 3, the "E-Commerce Law of the People's Republic of China (Draft)" will be submitted to the Standing Committee of the National People's Congress for second review in August. At the international seminar on "E-Commerce Legislation and Development" held at Beijing Foreign Studies University on the 3rd, relevant persons from the Finance and Economics Committee of the National People's Congress pointed out that the E-Commerce Law will further promote and regulate the development of cross-border e-commerce and promote the optimization and upgrading of my country's foreign trade.

  Peng Sen, deputy chairman of the National People's Congress Finance and Economics Committee and president of the China Economic System Reform Research Association, said that e-commerce legislation is the main rule in the field of the Internet economy and bears the important task of interconnection, sharing and governance between my country and countries around the world. Carrying out international exchanges and cooperation in the development of e-commerce and legislation is an objective requirement for my country's economic and trade cooperation, participation in global economic governance, and implementation of the opening-up strategy.

  In recent years, my country's cross-border e-commerce has developed rapidly, and it has formed a large industrial cluster and transaction scale. In order to adapt to this situation, the draft E-Commerce Law has made special provisions on the development of cross-border e-commerce. According to Shi Yuzhi, deputy director of the Research Office of the National People's Congress Finance and Economics Committee, the draft clearly states that the state encourages the promotion of the development of cross-border e-commerce, promotes the establishment of a supervision and management system that meets the needs of cross-border e-commerce activities, promotes the electronicization of customs clearance, taxation, inspection and quarantine and other links of cross-border e-commerce activities, and promotes the establishment of cross-border e-commerce exchanges and cooperation between countries.

  Some participants believe that e-commerce legislation will promote China's participation in the construction of global legal rules. "This law will promote my country to formulate and participate in relevant international rules, initiate and participate in relevant international legal systems, and build a legal environment suitable for global Internet trade." said Xue Hong, professor at the School of Law of Beijing Normal University.
